powerDownPort nodeURL port

The powerDownPort utility is used to turn off power to an instrument port. It will not work while an instrument service is running on the port. It is typically used to communicate directly with instruments and perform PUCK operations while the SIAM application is running.
For example, typical operational sequences could include:

shutdownPort -> powerUpPort -> communicate with instrument via terminal program -> powerDownPort -> scanPort

shutdownPort -> powerUpPort -> read/write PUCK operation -> powerDownPort -> scanPort
