Scoping a Tiburon refit

General: The goals of this project are four-fold:
- To ascertain if the current capabilities of the ROV Tiburon are adequate to support institutional objectives for the next 5 to 10 years.
- To evaluate subsystems that are outdated and recommend a path to maintainability.
- To provide recommendations and options for either upgrading or replacing Tiburon to meet Objective 1.
- To outline a process to achieve the option chosen in Objective 3.
