Mediated Negotiation and Joint Fact-Finding:
Can They Help Propel Wise Marine Policy Decisions?

CONCUR Principal Scott McCreary will address how the tools of joint fact-finding and mediated negotiation can form a framework to better integrate marine science and public policy.
He will make particular reference of his experience with two very dynamic policy challenges:
(1) creating a network of Marine Protected Areas in California under the Marine Life Protection Initiative
(2) reducing accidental bycatch of marine mammals under the Marine Mammal Protection Act
He will address the respective roles of scientists and policy makers, the distinction between
joint fact-finding and adversary science, and the challenges of incorporating new technologies and data sets in policy deliberation. He will also discuss the challenges to linking consensus recommendations to binding decisions.
